Begitulah agaknya apa yang wujud dibenak pak Menteri apabila diwawancara Pemberita Utusan. Kita semua terutama PR boleh mempelajari sesuatu yang tersirat di sebalik kata-kata Menteri yang pernah menjadi pembangkang.

MUKADDIMAH
Siaran langsung sidang Parlimen merupakan ‘buah tangan’ pertama Menteri Penerangan yang baru, Datuk Ahmad Shabery Cheek.

Ternyata seperti diduga ia mencetuskan kontroversi dan perdebatan hangat apabila ahli-ahli Parlimen dikatakan mengambil kesempatan melalui siaran langsung berkenaan untuk menonjolkan diri sehingga mengubah ‘wajah’ Parlimen seperti mana kata Ahmad Shabery seperti ‘sarkas’.

Dalam pertemuan dengan wartawan Mingguan Malaysia, HASSAN MOHD NOOR dan ZULKIFLEE BAKAR, beliau yang juga Ahli Parlimen Kemaman menegaskan kerajaan tetap akan meneruskan siaran langsung berkenaan sebagai sesi percubaan.

Walaupun menganggap langkah itu mampu memberikan kebaikan kepada kerajaan tetapi dalam masa yang sama, beliau juga bimbang jika ahli Parlimen tidak berubah sikap, ia boleh menghakiskan kepercayaan rakyat kepada institusi itu.

‘‘Jangan sampai kita menjadi seperti di Korea dan Taiwan, apabila orang sudah tidak peduli lagi kepada ahli politik dan Parlimen,’’ kata beliau.

Selain sidang Parlimen, dalam pertemuan berkenaan, Ahmad Shabery juga menjelaskan mengenai dakwaan bahawa RTM hanya menjadi ejen propaganda kerajaan serta peluang pembangkang untuk muncul di radio dan televisyen. Turut disentuh pandangan beliau mengenai bloggers.

Bagi beliau, langkahnya menjalin hubungan dengan bloggers bukan bertujuan untuk mempengaruhi mereka tetapi menerangkan dasar kerajaan. Beliau juga yakin tidak kira apa pun media berkenaan, ia akhirnya akan berkait rapat dengan soal kredibiliti terhadap apa yang disiarkan.

MINGGUAN: Apa cabaran yang Datuk fikirkan apabila berpindah dari Kementerian Luar ke Kementerian Penerangan?

AHMAD SHABERY: Di Kementerian Luar, saya menganggap ia sebagai institusi pengajian kerana di situ, saya belajar banyak perkara untuk difahami bukan sahaja dari segi hubungan antarabangsa, tetapi juga ekonomi, politik, pertahanan dan diplomasi. Banyak bersifat kertas kerja, membaca dan berbincang tetapi di sini lebih dari segi pelaksanaan.

Sebagai menteri, saya harus bertanggungjawab bukan sahaja kepada kementerian tetapi melaksanakan harapan memulihkan keyakinan rakyat kepada kerajaan yang pudar berikutan keputusan pilihan raya umum lalu.

Oleh itu untuk menyakinkan kembali rakyat adalah satu tanggungjawab yang besar. Sebab itu saya berasa ia cabaran amat berat.

Datuk pernah berada di barisan pembangkang dan kini dalam kerajaan, sudah pasti Datuk dapat melihat kelemahan kerajaan dalam dua versi?

AHMAD SHABERY: Saya juga dapat melihat kelemahan pembangkang kenapa mereka terus membangkang. Hakikatnya, kerajaan tidak lemah dan saya berpendapat kerajaan yang ada sekarang masih yang terbaik, cumanya dalam pilihan raya lalu berlaku beberapa fenomena baru dalam negara kita.

Fenomena yang berlaku ini bukan sahaja di Malaysia malah di tempat lain. Saya selalu menyatakan, di negara-negara ASEAN jika berlaku pergolakan atau krisis sehingga menimbulkan kemarahan dan tidak kepercayaan rakyat di bandar-bandar besar maka ia boleh mengakibatkan sesebuah kerajaan itu runtuh.

Kalau kemarahan itu hanya berkisar di kawasan utara atau selatan, kesannya lain tetapi kalau orang bandar marah ia akan menyebabkan berlakunya kejatuhan kepada sesebuah kerajaan.

Ini menunjukkan betapa kuatnya pengaruh orang bandar kepada seluruh sistem politik negara.

Pada tahun 1999, di Malaysia begitulah situasinya, orang bandar iaitu mereka yang tinggal di Lembah Klang marah sehingga tercetus rusuhan tetapi di kawasan kampung suasana tenang.

Tetapi kemarahan yang berlaku di bandar ini mereka salur ke kampung. Apabila balik mengundi mereka merayu ibu bapa supaya tidak mengundi kerajaan.

Ini yang menukar seluruh karakter pengundi pada tahun 1999 sehingga menyebabkan BN mencatatkan keputusan yang teruk di Terengganu, Kelantan dan Kedah. Pada tahun 1999, yang menyelamatkan BN ialah pengundi Cina. Orang Melayu di bandar cukup marah.

Tetapi kali ini kemarahan rakyat melibatkan semua kaum di bandar. Dulu orang Cina tidak marah kerana bagi mereka pertukaran kerajaan hanya akan merugikan mereka. Kali ini keadaan lebih buruk apabila pengundi Melayu di bandar ‘lari’ dan dicampur pula dengan pengundi Cina. Ini senario yang berbeza tetapi orang Melayu di kampung tidak ada masalah. Di Parlimen Kemaman, saya menang hampir 13,000 undi, walaupun tsunami politik terjadi di seluruh negara.

Hakikatnya, orang kampung termasuk di kawasan Felda suka kepada kerajaan berikutan pelbagai bantuan yang diberikan.

Ketika ini pembangkang memainkan isu bahawa kerajaan BN lemah memandangkan tidak cukup majoriti dua pertiga di Parlimen, bagaimana Kementerian Penerangan hendak menangkis propaganda mereka itu?

AHMAD SHABERY: Saya bersetuju dengan pandangan bahawa dahulu orang kata kerajaan yang melakukan propaganda. Sekarang ini, pembangkang yang bersifat propaganda. Sebenarnya, dulu kita wujudkan terlalu banyak illusi bahawa pembangkang pandai. Mereka bijak, kalau bercakap ia berdasarkan kepada penyelidikan dan statistik.

Kalau tanya saya apa peranan Kementerian Penerangan dalam soal ini, saya mahu membuang illusi ini.

Sebab itu saya berpendapat, sidang Parlimen perlu disiarkan secara langsung dan sekarang orang tengok, apa illusinya? Kerajaan (menteri-menteri/timbalan menteri) datang hendak jawab, mereka tidak tanya soalan. Hari pertama pembangkang gagal, rakyat marah.

Jika keadaan ini berterusan orang tidak akan percaya kepada sistem Parlimen kerana rakyat dihidangkan dengan adegan ahli Parlimen bergaduh. Sebab itu pada mulanya, saya fikir tidak payah disiarkan secara langsung tetapi permintaan orang ramai akhirnya turut dijadikan alasan untuk Kabinet membuat keputusan ia harus diteruskan.

Kalau disiarkan secara langsung keseluruhannya, saya percaya ia akan mendatangkan kebaikan kerana ia akan membunuh illusi yang selama ini orang menganggap pembangkang ini terlalu hebat.

Apakah tindakan kerajaan mengadakan siaran langsung sidang Parlimen itu sudah dikaji sebelum ini memandangkan pembangkang akan kekal dengan sikap mereka?

AHMAD SHABERY: Kerajaan merasakan bahawa tidak ada benda yang tidak betul dilakukan, kita cukup yakin sistem negara kita bukanlah jahat sangat. Kalau tidak terbaik di dunia, kita tidaklah teruk. Sebab itulah apabila berlaku krisis dalam negara, kita dapat mengatasinya. Ini kerana kita mempunyai sistem yang baik. Pada tahun 1997, contohnya, kita ada krisis kewangan tetapi kita dapat pulih cepat kerana kita ada sistem bank yang baik.

Kita ada sistem kerajaan yang mengambil kira semua perkara dan ada kaedah-kaedah untuk membelanja duit rakyat. Sudah tentulah orang tidak tahu perkara ini. Ia termasuklah mereka melihat orang miskin masih banyak dan bertanya apa yang kerajaan buat? Mereka tidak sedar bahawa kerajaan mengatasinya melalui sumber yang terhad.

Jadi sekarang kita pergi kepada rakyat, mereka boleh bertanya. Kita mulakan dengan Parlimen, bagi kita Parlimenlah yang terbaik untuk orang bertanya. Mereka tanya kita akan jawab. Kalau jawapan soalan pertama tidak puas hati, tanya soalan kedua.

Kalau ikutkan, saya mahu sidang Parlimen disiarkan secara langsung sepenuh masa. Saya percaya kalau kita berbuat demikian, sudah pasti orang akan lebih yakin dengan kerajaan yang ada. Dengan syarat, ketika sesi soal jawab, ahli Parlimen betul-betul bertanya soalan dan pihak kerajaan menjawabnya.

Tetapi apa yang berlaku baru-baru ini, setengah jam yang pertama, bila ada kamera, mereka tidak tanya soalan sedangkan, Kabinet terpaksa mengubah masa bermesyuarat dari Rabu ke Jumaat kerana hendak datang ke Parlimen untuk menjawab.

Mereka timbulkan isu lain yang remeh-temeh. Mereka tidak berminat dengan soalan. Akhirnya, orang tidak akan peduli kepada pembangkang kerana ternyata illusi yang menyatakan mereka pandai, tahu berhujah, ada statistik dan buat kajian hanyalah bohong belaka.

Malahan ada ahli Parlimen pembangkang yang kononnya hebat bercakap tetapi tidak tanya soalan.

Walaupun saya yakin siaran langsung ini akan memberi kelebihan kepada kerajaan tetapi kebimbangan tetap ada berikutan apa yang berlaku baru-baru ini.

Contohnya, ahli-ahli Parlimen pembangkang hanya berkelakuan baik apabila mereka melihat siaran langsung sudah berakhir.

Bayangkan apa akan terjadi, jika sidang Parlimen disiarkan secara langsung sepenuhnya? Sudah pasti mereka akan bertelagah sepanjang hari. Kalau setiap hari keadaan ini berterusan, orang akan benci kepada Parlimen dan semua ahli politik. Mereka bukan sahaja tidak akan percaya kepada pembangkang tetapi juga BN.

Kesudahannya kita akan jadi seperti Taiwan dan Korea apabila orang akan berkata kehidupan mereka lebih ditentukan oleh syarikat-syarikat besar bukan ahli politik atau kerajaan.

Sebab itu mereka tidak peduli pun kerajaan mereka berubah sepanjang masa. Persoalannya apakah kita hendak membawa imej negara ke arah itu?

Dalam soal menyampaikan maklumat kepada rakyat, Datuk ada bercakap soal media arus perdana harus memulihkan kredibiliti. Boleh Datuk jelaskan maksudnya?

AHMAD SHABERY: Kenyataan saya itu tidak merujuk kepada media arus perdana sahaja. Saya mulakan dengan bloggers. Saya kata kita tidak perlu bimbang dengan bloggers, mula-mula memanglah orang percaya apa mereka kata tetapi lama-kelamaan orang akan tanya bloggers itu siapa yang tulis?

Ketika krisis pada 1998, ada orang dakwa seorang pemimpin itu disuntik kuman HIV dan berita itu disebarkan melalui risalah, bila orang tanya, mereka jawab ini daripada Internet…komputer, komputer tidak bohong. Ketika itu ada laman web Reformasi, apa sahaja yang keluar di situ dan kemudian dicetak serta diedarkan, orang akan percaya.

Tetapi lama kelamaan orang dapati dakwaan itu tidak benar. Oleh itu mereka akan bertanya balik siapa yang membuat laman itu dan akhirnya laman Reformasi berkenaan ditutup sebab orang sudah tidak percaya. Sekarang zaman blog, lama kelamaan orang akan bertanya juga siapa yang bercakap (berhubung sesuatu dakwaan), mula-mula orang percaya.

Kesudahannya ia akan menyentuh soal kredibiliti blog itu. Kredibiliti ini bukan sahaja kepada blog, tetapi juga pemimpin dan media termasuk media arus perdana.

Dulu semasa kecil, saya berhujah dengan ayah saya berhubung sesuatu isu. Apabila tanya, ayah saya akan jawab surat khabar yang ‘cakap’. Pada waktu itu, apa sahaja yang ditulis surat khabar, orang percaya.

Tetapi sekarang orang akan bertanya pula siapa yang tulis? Surat khabar apa? Siapa pengarangnya? Orang akan mula bertanya kerana mereka sudah memahami sistem surat khabar ini bukan kerana wartawannya tetapi kerana pengarang dan pemilik akhbar itu.

Kalau sesuatu akhbar itu, orang banyak persoal dan menganggap ia berat sebelah dan sebagainya lama-

kelamaan soal tidak keyakinan itu terkumpul. Ini akan menyebabkan kredibiliti akhbar tersebut akan dipersoal dan orang tidak akan mempercayainya lagi.

Tidakkah kredibiliti itu menyentuh soal keadilan dalam kita menyiarkan berita termasuk pembangkang?

AHMAD SHABERY: Ini cabaran kepada kerajaan. Saya sebagai Menteri Penerangan misalnya, ada orang UMNO berkata, (RTM) jangan siarkan berita pembangkang.

Kalau itu dilakukan akhirnya orang tidak akan tengok RTM, apa faedah yang kita dapat? Contohnya, dahulu kita black out’ berita Kelantan, kalau disiarkan pun hanya berita negatif tetapi BN tidak juga menang di Kelantan. Ini hanya menguatkan illusi kepada pemimpin-pemimpin di Kelantan.

Atas sebab itulah, saya katakan keterbukaan ini akhirnya mestilah ada kredibiliti. Ini melibatkan semua, sama ada surat khabar, pemimpin mahupun bloggers. Ini kerana kredibiliti yang akan menentukan bagaimana rakyat menilai seseorang. Kredibiliti adalah penting.

Apakah ini bermaksud, media arus perdana termasuk RTM perlu memberi ruang sama banyak antara kerajaan dan pembangkang?

AHMAD SHABERY: Ini bukannya isu hendak beri sama banyak. Contohnya, anak kecil takkanlah kita hendak memberi makanan sama banyak dengan orang dewasa? Kita beri apa yang hak atau sepatutnya. Bukannya kita kata sama banyak atau 70:30 tetapi apa yang hak akan diberikan.

Kita harus tahu bagaimana hendak menilai. Ini bukan soal pembangkang atau tidak, misalnya pemberitaan kita, kenapa mesti kita umpukan kepada bersifat politik sehingga menimbulkan tafsiran bahawa akhbar yang baik itu menyebelahi pembangkang atau kerajaan?

Bukankah dalam kehidupan kita ini banyak perkara lain, contohnya apa agenda sesebuah akhbar itu.

Utusan Malaysia apa agendanya? Kalau ia agenda untuk melihat martabat orang Melayu tinggi, kita fokus ke arah itu. Dalam pada itu dimuatkan juga kenyataan oleh pembangkang dan kerajaan. Ini bukan persoalan harus ada keadilan dalam penyiaran berita untuk pembangkang dan kerajaan. Tetapi apa agenda surat khabar berkenaan supaya orang akhirnya mengenal pasti sifat surat khabar itu.

Pembangkang sering mendakwa mereka tidak diberi peluang dalam RTM termasuk untuk memaparkan agenda atau manifesto mereka menjelang pilihan raya. Apakah di bawah pentadbiran Datuk akan ada perubahan?

AHMAD SHABERY: Apa yang harus difahami, akhirnya ia akan menjurus kepada matlamat yang saya nyatakan. Kalau kerajaan memerintah mempunyai matlamat berdasarkan mandat yang diberikan oleh rakyat, kita akan turunkan dengan manifesto kita dahulu, apa itu BN. Matlamat kita ialah untuk menerangkan sampai ke arah itu.

Jadi pembangkang janganlah marah jika kita tidak dapat menyiarkan apa mereka kata kalau ia tidak kena mengena dengan mandat yang diberikan oleh rakyat.

Tetapi kalau kebetulan sama matlamatnya, contohnya mereka juga bercakap soal Parlimen mesti dimartabatkan dan sistem raja berperlembagaan mesti diperkukuhkan, saya fikir tidak ada masalah bagi kerajaan atau pembangkang untuk sama-sama dimuatkan dalam radio atau televisyen.

Tetapi saya rasa adalah tidak bertanggungjawab, jika kita berhasrat mewujudkan negara yang aman damai namun dalam masa yang sama kita beri ruang kepada mereka yang bersifat perkauman dan mencerca agama lain.

Bagaimana pula dengan kerajaan campuran di Selangor dan Perak yang meminta peluang untuk menerangkan dasar-dasar mereka?

AHMAD SHABERY: Bagi saya itu tidak ada isu. Apa yang perlu difahami RTM adalah institusi Kerajaan Persekutuan. Tetapi kalau mereka merasakan dasar mereka sejajar dengan Kerajaan Persekutuan, apa salahnya. Ini bukannya persoalan untuk disiarkan setengah atau sejam, mungkin dua jam atau tiga jam pun boleh tetapi ia bergantung kepada nilai berita.

Dalam kes di Selangor, ia dianggap tidak adil bagi pihak mereka. Kerajaan campuran Selangor tidak sepatutnya mengugut. Kita menyewa di bangunan sekretariat kerajaan negeri dengan bayaran RM16,000 sebulan. Ada kontraknya dan ia akan berakhir hujung bulan ini. Kalau mereka bersabar, RTM boleh terus berada di situ dan kemudiannya berbincang mengenai kontrak baru.

Tetapi malangnya, mereka sudah halau kita, walaupun kontrak belum tamat. Saya hairan orang seperti Menteri Besar Selangor, Tan Sri Khalid Ibrahim sebagai orang korporat tidak faham tentang kontrak. Ia seharusnya dihormati biarpun perjanjian itu dibuat oleh kerajaan negeri sebelum ini.

Jadi bagi saya, ini bukan isu, kerana pendekatan mereka itu tidak adil. Oleh itu macam mana mereka hendak mengharapkan kerajaan pusat berlaku adil kepada mereka.

Dalam soal bloggers, Menteri Penerangan dahulu tidak mahu berbaik dengan bloggers, Datuk pula sebaliknya, ini menimbulkan pertanyaan apakah dasar sesuatu kementerian itu bergantung kepada kerajaan atau siapa menterinya?

AHMAD SHABERY: Datuk Zainuddin Maidin (bekas Menteri Penerangan) bercakap mengenai blog dalam konteks pada waktu itu dan dalam konteks bloggers tertentu sahaja. Tetapi ia mungkin disalahertikan sehingga orang menganggap ia melibatkan semua bloggers.

Ini bagi saya tidak adil kerana bloggers ini rakyat. Berdasarkan statistik terkini, 14 juta penduduk Malaysia sudah ada internet dan di negara Asia separuh pemilik sudah ‘berblogging’, maknanya sesiapa juga boleh jadi bloggers. Bloggers ini macam orang di kedai kopi, kalau dia hendak bercakap, dia akan bercakap. Ada yang puji dan keji kita, tetapi kita kena dengar dan kena duduk dengan mereka.

Kalau saya tiba-tiba dengar orang kedai kopi asyik hentam saya, ini tidak bermakna semua orang kedai kopi menghentam saya. Janganlah semua orang di kedai kopi terasa. Jadi kalau Datuk Zam kata begitu, begini janganlah semua bloggers terasa.

Selain itu, saya mendekati golongan bloggers dan media lain, bukan untuk mempengaruhi mereka tetapi bagi membolehkan mereka memahami apa yang dilakukan oleh kerajaan.

Dalam soal memberi penerangan kepada rakyat dan berhadapan dengan media alternatif ini, kita sudah memutuskan untuk mengadakan semula wayang pacak. Dahulu kita berhentikan wayang pacak kerana zaman moden sudah ada radio dan tv.

Tetapi sekarang saya lihat apa yang hilang ialah ‘sentuhan’ iaitu pegawai-pegawai penerangan tidak dapat berjumpa dan mendekati rakyat. Melalui wayang pacak, ini ia akan dapat dilakukan semula.

KUALA LUMPUR: Kehidupan mewah dikecapi dalam tempoh singkat membongkar kegiatan licik seorang saudagar jamu yang mendakwa menggunakan ‘periuk ajaib’ untuk memasak pelbagai ubat-ubatan tradisional dicampur dengan pelbagai bahan kimia berbahaya termasuk steroid.

Lelaki berusia 40-an itu sebelum ini memperdaya orang ramai kononnya menggunakan resipi warisan turun-temurun untuk menghasilkan pelbagai jamu tradisional seperti mengembalikan ‘dara’ kepada wanita, memulihkan penyakit lumpuh, menguatkan syahwat lelaki dan pelbagai jenis penyakit gatal serta lenguh tulang.

Bagaimanapun, siasatan pegawai Bahagian Farmasi Kementerian Kesihatan mendapati dia menambah steroid dalam jumlah banyak pada pil atau kapsul jamu dihasilkan.

Lebih menakutkan, kapsul dan pil jamu yang boleh menyebabkan tulang rapuh itu kini dijual hampir di seluruh negara pada harga antara RM12 hingga RM20 sebotol.

9A’S ABOVE TO GET PSD SCHOLARSHIP EITEHR TO STUDY LOCALLY OR OVERSEAS

PETALING JAYA: The Public Service Department (PSD) will offer scholarships to all students who scored 9As in their SPM examinations last year, regardless of background, to study Form Six in fully-aided schools.

Chief Secretary to the Government Tan Sri Sidek Hassan said students who do matriculation, including those in Universiti Malaya’s Science Preparatory Centre and International Islamic University’s matriculation programme, would also be offered scholarships.

These students will also be sponsored for their first degree if they do it in a local university, he said in a statement yesterday.

Sidek said the PSD would also sponsor such students if they obtained places in an Ivy League or equivalent university.

Top-scoring students who get a place in a Malaysian branch of a foreign university such as Monash University, Nottingham University, Curtin University of Technology and Swinburne Unversity will also be offered scholarships.

On top of this, Sidek said the PSD would offer scholarships to 2,000 students for overseas studies and a further 10,000 for studies in local universities.

He said the scholarships were being offered in line with the Government’s efforts to develop human capital.

He said the Government was aware that the number of high achievers is growing every year. Yet, not every student would have a chance to get Government sponsorship.

“The Government realises that high achievers are assets.

“As such, it has introduced the initiative to increase the number of scholarships where students of any background will be offered as long as they satisfy the SPM 9A score condition,” he said.

The move, Sidek added, would indirectly encourage these high achievers to further their education in local universities.

KUALA SELANGOR, Sabtu 3 Mei : Kerajaan negeri belum mengambil tindakan termasuk membuat laporan Badan Pencegah Rasuah (BPR) berhubung pembubaran dan pemindahan dana Badan Amal dan Kebajikan Isteri-isteri Wakil Rakyat Selangor (Balkis) bernilai RM9.9 juta.

Exco Angkatan Muda Keadilan Parti KeADILan Rakyat (PKR), Nik Nazmi Nik Ahmad berkata, laporan kepada agensi kerajaan itu hanya dibuat PKR semalam sebagai tindakan awal bagi meminta BPR menyiasat pemindahan dana tersebut secara terperinci.

“Kerajaan negeri akan hanya mengambil tindakan setelah meneliti laporan Pendaftar Pertubuhan mengenai status Balkis termasuk pandangan penasihat undang-undang kerajaan negeri,” kata Nik Nazmi yang juga Setiausaha Politik kepada Menteri Besar, Tan Sri Abdul Khalid Ibrahim.


“Kita masih menunggu laporan ROS mengenai pembubaran itu selain mendapatkan pandangan lanjut dalam soal perundangan terutamanya mengenai pemindahan dana yang diterima daripada anak-anak syarikat kerajaan negeri,” ujar beliau.

Beliau berkata demikian selepas mewakili Abdul Khalid merasmikan Majlis Penutup Program Ujian Kemahiran Amal Islam (Kamil) di Sekolah Rendah Pasangan, Kampung Kuantan di sini hari ini.

Beliau turut menyifatkan pembubaran dan pemindahan dana itu tidak harus dilakukan kerana ia boleh diteruskan bagi melaksanakan aktiviti-aktiviti kebajikan kepada rakyat di negeri itu seperti yang dilakukan oleh kepimpinan terdahulu iaitu Datin Seri Zaharah Kechik dan isteri kepada bekas Menteri Besar, Datuk Seri Dr. Mohamad Khir Toyo.

“Ini yang kita ingin tekankan kerana pembubaran ini dilihat tidak jelas manakala sumbangan yang diberikan oleh anak-anak syarikat kerajaan negeri hanya untuk aktiviti kebajikan di bawah Balkis dan ia dikecualikan daripada cukai oleh Lembaga Hasil Dalam Negeri (LHDN),” jelasnya.

Zaharah dalam satu sidang akhbar pada 27 April lalu menjelaskan tindakan badan itu memindahkan segala baki wang Balkis kepada Bakti dibuat selaras dengan peruntukan Fasal 15 (2) Perlembagaan badan itu.

Menurut bekas Yang Dipertua Balkis itu, segala baki dana yang dimiliki oleh badan itu akan didermakan kepada kerajaan atau tabung lain yang serupa tidak melanggar mana-mana peraturan dan undang-undang termasuklah mendapat kelulusan daripada Pengarah LHDN.

321 belia perintis latihan kemahiran bergaji minimum RM2,000 sebulan


ybhalimah120.jpg KUALA SELANGOR, Sabtu 3 Mei : Seramai 321 belia dari kawasan Dewan Undangan Negeri (DUN) Ijok bakal menjadi perintis kepada program latihan kemahiran khas dengan diberi jaminan gaji minimum RM2,000 selepas dua tahun bekerja.

Pengerusi Jawatankuasa Tetap Pendidikan, Pendidikan Tinggi dan Pembangunan Modal Insan Dr Halimah Ali berkata dalam kursus itu, belia terbabit akan disaring bagi menentukan jenis latihan berdasarkan minat serta kemahiran masing-masing.

“Mereka daripada pelbagai latar belakang pendidikan termasuk lulusan universiti serta lepasan Sijil Pelajaran Malaysia (SPM) dan masih menganggur,” ujarnya.

Menurut beliau. Kesemua 321 belia termasuk wanita akan memulakan kursus motivasi selama seminggu di Kem Bina Semangat Yayasan Selangor, Kuala Kubu Bharu pada 13 Mei ini.

Selepas saringan itu katanya, belia terpilih akan dihantar menjalani latihan kemahiran di dua institusi iaitu di Institut Kemahiran Yayasan Selangor (IYKS) dan Kolej Antarabangsa Inpens.

Dr Halimah berkata, kumpulan itu adalah yang pertama terpilih mengikuti program khas anjuran kerajaan negeri.
Beliau berkata demikian kepada pemberita selepas majlis penyampaian sijil IKYS ketujuh di sini, hari ini.
Menteri Besar Selangor, Tan Sri Abdul Khalid Ibrahim sebelum ini memberi jaminan bahawa setiap belia di negeri itu bakal menerima gaji minimum RM2,000 selepas dua tahun bekerja melalui modul khas tersebut.

Belia yang berjaya menamatkan latihan tetapi masih mendapat gaji kurang daripada RM2,000 selepas tempoh dua tahun akan dipanggil balik untuk diberikan kursus lanjutan.

Bagaimanapun, menurut Dr. Halimah, lulusan universiti tidak perlu mengikuti latihan kemahiran sebaliknya akan diserap terus ke syarikat swasta atau agensi kerajaan bagi menjalani latihan praktikal selama enam
bulan.

Bertempat di Auditorium Institut Kemahiran Yaysan Selangor, Kuala Selangor, Institut telah mengadakan Majlis Penyampaian Sijil Kali ke-7 Institut Kemahiran Yayasan Selangor yang disempurnakan oleh YAB Tan Sri Dato’ Abdul Khalid Ibrahim. Oleh sebab-sebab yang tidak dapat dielakkan, tugas beliau telah diwakilkan kepada Exco Pendidikan. Sermai 45 orang pelajar pengambilan 12 telah menerima sijil mereka manakala seramai 39 pelajar pengambilan ke 13 telah menerima sijil masing-masing.

AMARAN KEPADA PENGGUNA INTERNET

Menurut Perunding Keselamatan Enterpis, Symantec Malaysia, ramai pengguna internet tidak mengetahui dan kurang kesedaran mengenai aspek keselamatan. Misalnya gejala ‘phishing’ adalah kegiatan penipuan membabitkan maklumat penting seperti kata laluan dan data kad kredit.
Antara penyumbang utama aktiviti berniat jahat itu adalah akibat sikap pelayar yang gemar memindah turun gambar, video dan muzik dengan mengabaikan faktor keselamatan seperti tidak memasang perisian antivirus dan tidak mengemaskini.
Antara syarikat gergasi keselematan internet ialah McAfee dan Trend Micro di USA, serta Sophos dan Kaspersky di Eropah.

Malaysia sasaran utama ancaman komputer

MALAYSA disenaraikan sebagai negara tertinggi dijangkiti bot (anasir jahat) komputer di Asia Tenggara walaupun terdapat pengurangan dari Januari hingga Jun 2007 bagi rantau Asia Pasifik dan Jepun (APJ).
Demikian menurut Perunding Keselamatan Enterpis, Symantec Malaysia, Kannan Velayutham yang turut mengatakan bahawa meningkatnya jumlah urusan di Internet dan kurangnya kesedaran mengenai aspek keselamatan menyebabkan peningkatan berkenaan.
“Berdasarkan Laporan Ancaman Keselamatan Internet Symantec Vol XIII (ISTR XIII) di Asia Tenggara, Malaysia menjadi tumpuan utama jenayah siber dengan berlakunya aktiviti kod berniat jahat (malicious) berbanding negara lain.
“Perkara ini perlu dipandang serius oleh pengguna Internet agar tidak berlaku kecurian data komputer. Misalnya gejala ‘phishing’ adalah kegiatan penipuan membabitkan maklumat penting seperti kata laluan dan data kad kredit,” katanya.
Dalam pada itu, Kuala Lumpur adalah bandar paling kerap dijangkiti bot komputer (tertinggi) bagi bulan Julai hingga Disember 2007 meningkat 11 peratus berbanding tempat ketujuh pada 2006.
Sementara penemuan kod jahat (malicious) terbaru membuktikan jenayah siber semakin berleluasa walaupun hanya sebilangan kecil virus menyerang pengguna Internet.
Dua kod malicious baru dikenal pasti di Malaysia dan aktif melakukan pencerobohan komputer ialah ‘Niuniu’ dan ‘Mondezimia’. Kedua-dua cecacing ini mampu bertindak mengubah laman web.
Antara penyumbang utama aktiviti berniat jahat itu adalah akibat sikap pelayar yang gemar memindah turun gambar, video dan muzik dengan mengabaikan faktor keselamatan seperti tidak memasang perisian antivirus dan tidak mengemaskini.
Kannan menasihatkan pelayar agar mengenal pasti laman web yang dilawati supaya tidak berlaku kecurian data komputer serta serangan virus yang pelbagai ketika ini.

Dr Mahathir berkata, laman blog yang diwujudkan secara rasmi mulai semalam membolehkan beliau memaparkan pelbagai pandangan dan pendapat peribadinya terhadap isu tertentu untuk dikongsi dengan seluruh masyarakat.

PUTRAJAYA: Bekas Perdana Menteri, Tun Dr Mahathir Mohamad, kini mempunyai laman blog sendiri iaitu www.chedet.com untuk memberi peluang kepada orang ramai berinteraksi secara dua hala berkongsi pandangan, kritikan atau pendapat.

Dr Mahathir berkata, laman blog yang diwujudkan secara rasmi mulai semalam membolehkan beliau memaparkan pelbagai pandangan dan pendapat peribadinya terhadap isu tertentu untuk dikongsi dengan seluruh masyarakat.

Malah, beliau turut mengalu-alukan semua pihak termasuk media untuk menghasilkan semula atau memetik bahan yang dipaparkan dalam laman blog terbabit dengan syarat memberi kredit kepada alamat laman blognya.

Bagaimanapun, semua komen dan pandangan yang disalurkan ke laman blog itu mesti disertakan dengan nama atau nama samaran masing-masing, bagi mengelakkan ‘posting’ mereka ditolak.

Laman blog itu turut memaparkan gambar dan maklumat peribadi Dr Mahathir sejak menjadi Perdana Menteri dari 1981 hingga 2003.

Exco Pendidikan, Pendidikan Tinggi dan Pembangunan Modal Insan Selangor menyebut dalam Program Wanita Hari Ini di Masjid Darul Mutaqqin Sg Udang Klang bahawa ” kerajaan negeri Selangor akan melaksanakan penambahbaikan secara komprehensif ke atas sistem penyampaian pendidikan dan latihan dalam menjadikan Selangor sebagai hab ilmuan.”

Seterusnya, ” kerajaan negeri juga menekankan pengamalan nilai, etika dan moral yang tinggi dalam melahirkan generasi cemerlang.”
