KOTA SAMARAHAN: Universities have been told to continuously improve the quality of their programmes and administration in line with global demands.

Chief Minister Pehin Sri Abdul Taib Mahmud said it was necessary that universities implement performance audit to the teaching and learning process, research and
development, and professional service, which would become a yardstick for global competitiveness.

He said universities were important development instrument for Malaysia to create and prepare quality human capital needed to achieve its vision of becoming a developed nation.

“It is also equally important for universities to continuously improve their standards to gain international respect,” Taib told students, parents and lecturers attending the Universiti Malaysia Sarawak (Unimas) 12th Convocation at its old campus here yesterday.

Taib, who is Unimas pro-chancellor, stressed that the role and direction of universities had changed tremendously,compared to three decades ago.

According to him, the present universities must contribute towards the development of quality human capital to meet local and global needs.

Taib stressed that the opening of national borders would result in free flow of goods, services, information and people.

He said universities could help prepare for such free movement by preparing generations for open competition.

In other words, he said, universities could become agents in helping foster global integration, mutual understanding and world peace.

In the past Malaysian students went overseas to further their studies, today that situation had changed. Many foreign students are studying in the country now because local higher education institutions and universities have the facilities to meet their demand. Taib noted that Unimas is in the process of implementing the National Higher Education Strategic Plan launched by the Ministry of Higher Education in August last year.

He was confident the university would soon become the state’s education portal and go on to become the pride of the state and the country. Taib called on lecturers to conduct more research of international standard and network with foreign experts.

He commended the parents for investing in their children’s education, saying he recognised their sacrifices, more so when cost of living was becoming a heavier burden.

To the graduates, he said they should not stop learning after graduation but to continuously do self-improvement to meet the demands of the job market.

KOTA SAMARAHAN: Universities have been told to continuously improve the quality of their programmes and administration in line with global demands.

Chief Minister Pehin Sri Abdul Taib Mahmud said it was necessary that universities implement performance audit to the teaching and learning process, research and
development, and professional service, which would become a yardstick for global competitiveness.

He said universities were important development instrument for Malaysia to create and prepare quality human capital needed to achieve its vision of becoming a developed nation.

“It is also equally important for universities to continuously improve their standards to gain international respect,” Taib told students, parents and lecturers attending the Universiti Malaysia Sarawak (Unimas) 12th Convocation at its old campus here yesterday.

Taib, who is Unimas pro-chancellor, stressed that the role and direction of universities had changed tremendously,compared to three decades ago.

According to him, the present universities must contribute towards the development of quality human capital to meet local and global needs.

Taib stressed that the opening of national borders would result in free flow of goods, services, information and people.

He said universities could help prepare for such free movement by preparing generations for open competition.

In other words, he said, universities could become agents in helping foster global integration, mutual understanding and world peace.

In the past Malaysian students went overseas to further their studies, today that situation had changed. Many foreign students are studying in the country now because local higher education institutions and universities have the facilities to meet their demand. Taib noted that Unimas is in the process of implementing the National Higher Education Strategic Plan launched by the Ministry of Higher Education in August last year.

He was confident the university would soon become the state’s education portal and go on to become the pride of the state and the country. Taib called on lecturers to conduct more research of international standard and network with foreign experts.

He commended the parents for investing in their children’s education, saying he recognised their sacrifices, more so when cost of living was becoming a heavier burden.

To the graduates, he said they should not stop learning after graduation but to continuously do self-improvement to meet the demands of the job market.

Chief Minister Pehin Sri Abdul Taib Mahmud said it was necessary that universities implement performance audit to the teaching and learning process, research and
development, and professional service, which would become a yardstick for global competitiveness.

He said universities were important development instrument for Malaysia to create and prepare quality human capital needed to achieve its vision of becoming a developed nation.

“It is also equally important for universities to continuously improve their standards to gain international respect,” Taib told students, parents and lecturers attending the Universiti Malaysia Sarawak (Unimas) 12th Convocation at its old campus here yesterday.

Taib, who is Unimas pro-chancellor, stressed that the role and direction of universities had changed tremendously,compared to three decades ago.

According to him, the present universities must contribute towards the development of quality human capital to meet local and global needs.

Taib stressed that the opening of national borders would result in free flow of goods, services, information and people.

He said universities could help prepare for such free movement by preparing generations for open competition.

In other words, he said, universities could become agents in helping foster global integration, mutual understanding and world peace.

In the past Malaysian students went overseas to further their studies, today that situation had changed. Many foreign students are studying in the country now because local higher education institutions and universities have the facilities to meet their demand. JANGAN PANJANGKAN ISU KEMASUKAN PELAJAR

Shah Alam – Kerajaan Negeri Selangor peka terhadap laporan akhbar membabitkan kenyataan pembukaan 10% kuota UiTM kepada pelajar asing dan bukan bumiputra. Kerajaan Negeri ingin menjelaskan kenyataan tersebut adalah bukan dasar Kerajaan Pakatan Rakyat ataupun Parti Keadilan Rakyat. Ianya dibuat ketika Dato’ Menteri Besar Selangor menjawab soalan daripada pihak media tentang kemasukan pelajar asing dan bukan bumiputra ke dalam UiTM.

Ulasan tersebut telah dibuat dari konteks mempertingkatkan mutu serta kualiti pendidikan tinggi di dalam era globalisasi sekaligus membuka peluang pekerjaan yang lebih luas kepada pelajar Melayu dan Bumiputera. Kerajaan Negeri Selangor dibawah pimpinan Pakatan Rakyat amat kesal ulasan ini dilaporkan di luar konteks asal dan lebih menjurus kepada isu perkauman.

Dato Menteri Besar ingin mengulangi pendirian bahawa Beliau tidak pernah bermaksud mempertikaikan hak-hak keistimewaan pelajar bumiputra dan sedar bahawa UiTM ditubuhkan bagi membantu mengangkat martabat pelajar Melayu serta bumiputra Sabah dan Serawak. Kerajaan Negeri terus menjunjung semangat Perlembagaan Persekutuan termasuk Artikel 153 Mengenai Hak-hak Istimewa Orang Melayu.

Dalam melaksanakan aspirasi bangsa melayu, UiTM sepatutnya tidak hanya memberi tumpuan terhadap isu kuota kemasukan. Ia juga perlu memberi lebih fokus dalam menaikkan mutu dan kemudahan universiti itu sendiri supaya ianya boleh dianggap sebagai sebuah institusi pengajian tinggi yang disegani diperingkat Negara dan juga Antarabangsa.

Pihak Kerajaan Negeri menyeru supaya isu ini tidak dipanjangkan oleh pihak-pihak yang berkepentingan dan mengingatkan pelajar supaya tidak terpengaruh dengan dakyah yang dimainkan oleh sesetengah pihak.

Oleh yang demikian, Kerajaan Negeri berharap supaya pelajar dan ahli akademik berusaha mengembeling tenaga menolong pihak Kerajaan Negeri dalam mempertingkatkan kualiti pendidikan tinggi di Selangor serta sekaligus dapat menjayakan polisi “Merakyatkan Ekonomi Selangor”.

UiTM MAMPU DIJADIKAN ISU UNTUK MENYERANG PAKATAN RAKYAT

Pertama dan utama ditegaskan bahawa isu untuk “membuka” UiTM telah berjaya dipolitikkan untuk mencemar kejujuran kerajaan Pakatan Rakyat oleh pihak-pihak tertentu kerana ia ditimbulkan ketika mana UiTM akan mengadakan program “HOMECOMING ALUMNI UiTM” pada 15hb hingga 17hb Ogos 2008 dan secara kebetulan pilihanraya kecil Permatang Pauh akan diadakan beberapa hari lagi.

Kedua, selaku orang yang diamanahkan sebagai Pengerusi tetap Pendidikan Tinggi, saya faham bidang tugas saya iaitu urusan UiTM bukan di bawah pengurusan serta pengawasan saya. Pendidikan dan Pendidikan Tinggi adalah di bawah bidang kuasa kerajaan Pusat dan kita dalam Pakatan Rakyat tidak dibenarkan oleh Kementerian Pendidikan serta Kementerian Pendidikan Tinggi untuk masuk ke sekolah menengah, inikan pula untuk meninjau keadaan di Universiti awam seperti UiTM.

Ketiga, saya maklum bahawa UiTM merupakan benteng dan kubu kuat UMNO, putera dan puterinya sebab itu dalam pilihanraya kampus UiTM mengenakan pelbagai syarat untuk kumpulan selain Aspirasi. Seperkara lagi, secara terang-terang pelajar UiTM di”brainwash” dan diindokrinasikan oleh pihak berkenaan dengan semangat nasionalisme totok/total bermula dari hari pertama mereka menjejakkan kaki ke kampus-kampus UiTM seluruh negara. Sebab itu tidak hairan UiTM boleh mengerakkan 2-3 ribu pelajarnya untuk berarak ke dataran SUK Shah Alam dan seterusnya menyerahkan memorundum. Untuk apa? Sayapun tak tahu sebab segala-gala yang berlaku di sistem UiTM adealah di luar bidang kuasa kerajaan negeri di bawah Pakatan Rakyat.

KRONOLOGI: Mari kita lihat bagaimana saya dan seterusnya YAB Dato’ MB Selangor “terjerat” dan “terheret” dalam masalah dalaman UiTM. Memang benar UiTM telah banyak berjasa kepada Unisel (universiti swasta milik kerajaan Selangor) khususnya dalam membekalkan tenaga pensyarah serta pentadbiran di Unisel dan kita berterima kasih untuk itu.
Namun, kebanyakan pensyarah yang berhijrah ke Unisel mempunyai alasan dan sebab yang yang tersendiri yang mereka sahaja yang mengetahui selain ALlah.

Pada suatu majlis penutup “kursus menjahit untuk ibu tunggal” di Kg Delek Klang Selangor kira-kira jam enam petang 08hb Ogos 2008, di mana selepas program saya telah diwawancara oleh seorang pemberita dari akhbar Sinar Harian. Beliau meminta pendapat saya tentang pendedahan Pemuda UMNO Shah Alam tentang cubaan membuka pintu UiTM kepada pelajar kaum lain. Saya sebut tentang persaingan sihat, keperluan mengkaji hasrat ini dengan lebih terperinci serta betapa perlunya wujud persaingan dalam meningkatkan prestasi. Sila lihat Sinar Harian bertarikh 10hb Ogos 2008 di bawah ini.

Saya suka menambah di sini bahawa dengan adanya persaingan, kita akan memperbaiki prestasi serta pencapaian kita. Ini terbukti dalan dunia sukan. Kenapa kita perlu mendedahkan atlet kita kepada liga atau acara peringkat antarabangsa. Kenapa tidak kita berlumba atau berloawan sesama kita dalam Malaysia. Bukankah lebih menjimatkan? Kenapa perlu menjanjikan jutaan ringgit untuk juara acara sukan Olimpik? Ini kerana kita maklum, pertandingan peringkat antarabangsa akan menaikkan taraf serta mutu sukan di Malaysia.

Apabila saya menyentuh persaingan sihat dalam akademik dan kerjaya, kita sebenarnya memberi peluang dan kesempatan untuk orang Melayu serta kaum Bumiputra yang lain seperti orang Kadazan, Iban, Orang Asli dan lain-lain untuk membuka minda serta melihat dunia dari perspektif yang makro. Seperti kita maklum, minda yang tertutup diibaratkan seperti sebuah payung terjun yang tertutup dan enggan terbuka ketika melakukan terjun dari pesawat.

Bangsa Amerika Utara yang rata-rata berkulit putih dapat dikalahkan oleh Bangsa Jepun dalam teknologi pembuatan kereta dan bidang eletronik. Siapakah Deming (1900-1993) ? Seorang Bangsa Amerika yang kecewa dengan sikap orang Amerika tentang ide-ide bernasnya dalam industri pembuatan lalu berhijrah ke Jepun kerana orang jepun boleh menerima pandangannya. Maka lahirlah raksaksa seperti Toyota, Sony dan lain-lain yang mengamalkan konsep Kitaran Deming (PDCA- plan, do, check, act atau PDSA-plan, do, study, act).

Kita mementingkan kualiti serta kuantiti, tetapi jika kuantiti tinggi tetapi tiada kualiti juga merupakan masalah. Di sini bukan saya mengatakan kualiti graduan UiTM yang lampau tidak baik tetapi tidak mahukah kita yang lebih baik dan lebih cemerlang. Bagaimanakah caranya menghasilkan kecemerlangan di kalangan pelajar? Kenapa kita ada sekolah kluster, MRSM dan lain-lain? (If better is posible, good is not enough ). Mungkin kita belum bersedia untuk bersaing di UiTM. Ok. Sudahkah kita membuat kajian mendalam tentang hal ini?

Keratan Sinar Harian bertarikh 9hb Ogos apabila tiga ahli Pergerakan Pemuda UMNO Shah Alam mendedahkan ada cubaan untuk “membuka” UiTM kepada kaum lain di Malaysia. Saya pernah terdengar hasrat untuk mewujudkan sistem francais seperti yang dilakukan oleh IPTA terkemuka di Malaysia. Jika ini berlaku bermakna institusi yang terlibat mahu tidak mahu akan mengambil pelajar selain pelajar bumiputra. Ini bererti graduan UiTM akan berbilang kaum mencerminkan masyarakat majmuk di negara kita.

Pada pagi Ahad 10hb Ogos 2008, YAB Dato’ MB Selangor telah diwawancara oleh akhbar Sinar Harian selepas perasmian program “FUN WALK” anjuran MBSA. Yang diajukan kepada YAB Tan Sri Khalid ialah untuk membuat ulasan tentang kenyataan akhbar saya pada 8hb Ogos 2008, keluar di SH pada 10hb Ogos 2008. Saya berpendapat Tan Sri Khalid pagi itu mungkin belum sempat membelek akhbar SH pagi itu disebabkan terpaksa bergegas ke “FUN WALK”.
Sila lihat SH di bawah bertarikh 11hb Ogos 2008. MB Selangor hanya setakat secara spontan mencadangkan angka 10 peratus sebagai kuota yang mungkin diberi kepada pelajar bukan bumiputra.

Sekonyong-konyong pelbagai tuduhan dan tohmahan dilemparkan kepada MB Selangor kerana memberi cadangan 10 peratus. Saudara lihat bagaimana respons UMNOputra serta barisan pemimpin mereka. Angka 10 peratus itu sekadar perbincangan akademik sebab selaku Menteri Besar dan kapasiti beliau selaku Ketua Pegawai Eksekutif Yayasan Pendidikan Selangor Berhad, dalam menentukan pentadbiran dan pengurusan UiTM, YAB MB tiada memiliki kuasa dan tidak akan diberi kuasa untuk menentukan peratus kuota di atas. Adakah memberi ide dan pendapat sedikitpun tidak boleh? Sikap akademik dan profesional apakah ini? Minda prejudis, prasangka, persepsi negatif dan lain-lain kaum bumiputra inilah yang membuat mereka mundur dan takut bersaing di peringkat terbuka (“open tournment and competition”).

Mungkin esok lusa akan ada pelajar UiTM atau bekas graduan menganggur UiTM yang membuat laporan Polis serta SUHAKAM tentang dirinya dianiya oleh kerajaan Pakatan Rakyat atau mindanya belum merdeka lagi.

Dalam pengurusan, kita bercakap mengenai competitive advantage dan sustainable competitive advantage atau kelebihan bersaing dan kelebihan bersaing lestari/mampan. Katakan apa akan terjadi kepada graduan UiTM yang daya saing dan daya juangnya tidak mampu bertahan dengan cabaran di abad-abad akan datang.
Siapa yang menghina UiTM? Politik murahan dan publisiti murahan. Siapakah yang menghina Melayu dan bertanggungjawab menghapuskan bahasa Melayu, tulisan Jawi dan sebagainya. Kini siapakah yang meletakkan minda Melayu sebagai minda kelas ketiga?


Sifat ego dan sombong untuk mendengar pendapat serta idea orang lain hanya dek kerana berlainan ideologi politik. Ahli falsafah ada mengatakan ” terimalah kebenaran walaupun dari musuh kamu” dan “idea pembaikan akan hanya datang dari musuh kamu” . Pepatah/Bidalan Melayu ada menyebut ” ikut rasa binasa, ikut hati mati” yakni tanpa logik akal yang waras dan berpandukan kepada emosi/perasaan semata-mata seseorang atau sesuatu kaum itu akan menemui jalan buntu atau lebih teruk dari itu. Sebagai Muslim suka kita menambah, “ikut iman/wahyu akan selamat duniawi ukhrawi”.
